About the Role

The Program Specialist - Community Bike Programs directly supports program delivery among a suite of grants, contracts, and fee-for-service programs delivering bike education, encouragement, and resources. This role will be responsible for running individual initiatives/projects in the Community Bike team practice area, implementing programs, reporting on project outcomes, evaluating program results to ensure programs continue serving the mission and vision of the community bike team, and helping innovate and design new program delivery models.  


What you'll be doing

Program Implementation and Operations

  • Assisting on program design and/or implementation planning as required, incorporating data to ensure programs are operating at the forefront of innovation and best practice.
  • Leading delivery efforts for initiatives within program portfolio, ensuring the successful and timely completion of all project deliverables.
  • Assisting the Program Manager with evaluation planning for portfolio of projects.
  • Leading evaluation execution efforts, including data analysis and reporting.
  • Working with the Program Manager to utilize evaluation data to guide program improvement.

  1. Stakeholder Engagement
  • Leading communication for external partners involved in portfolio of projects including funders, project collaborators, subcontractors, stakeholders, community members and the media.
  • Collaborating cross-functionally with key internal stakeholders to support program initiatives.
  • Working in close collaboration with Volunteer Program Specialist and Program Manager to identify initiative-level needs, and recruit and onboard/train volunteers.
  • Working with Volunteer Program Specialist to track and report volunteer metrics.

  1. Grant Management
  • Providing input to Program Manager and Development lead as required regarding proposal development.
  • Administering an active grant portfolio ensuring timely contract execution, internal budget setup, ongoing budget maintenance (including invoicing), funder and subcontractor communication, and staff planning, in addition to ensuring all program delivery requirements are met on time.
  • Monitoring and collecting outcome delivery for portfolio of grant contracts in real time and work with subcontractors to ensure timely delivery. Work within systems developed for tracking grant deliverables and ensure timely and accurate reporting among subcontractors. Report metrics for quarterly internal tracking according to established deadlines.
  • Providing administrative oversight across grant portfolio to ensure timely and accurate contract reporting.
  • Presenting reports as required to internal and external stakeholders.

  1. Resource Management
  • Working with program manager and EA facilities staff to develop and maintain a system guiding the tracking, use, storage and maintenance of all material program resources. Work within grant budgets to ensure acquisition of the materials and supplies needed to execute grant priorities.

  1. Risk Management
  • Working within existing risk mitigation strategies, policies and protocols. Ensure personal compliance including the completion of required training. Take a leadership role when incidents arise, to ensure risks are managed appropriately.

  1. Training, Support and Development
  • Supporting supervisor with onboarding of new program staff as directed.
  • Providing support and guidance to program volunteers, interns and service learners.
  • Collaborating with supervisor to estimate hours needed for program implementation.

  1. Budget Development and Maintenance
  • Working in collaboration with Program Manager and Budget & Operations Analyst to create initiative-level budget.
  • Supporting Program Manager with program budget development as required.
  • Leading on the ongoing maintenance and management of the initiative-level budget, in close collaboration with the Program Manager and Budget & Operations Analyst. Participate in quarterly budget check-ins.

  1. Strategic Planning
  • Actively participating in all strategic planning processes, including environmental scanning, strategic plan development and plan implementation.

What We're Looking For

  • A minimum of 3 years' related experience; or an equivalent combination of education and experience may be qualifying.
  • Bilingual English/Spanish
  • Experience supporting and guiding volunteers, interns, and/or service learners
  • Experience with project administration, including budget management
  • Experience working in an education and/or outreach setting
  • Experience with community engagement
  • Experience with grant contract management

Knowledge and Skills

  • Detail oriented project manager skilled at all aspects of project administration, including budget, contract, and relationship management. Able to assume ultimate accountability for meeting all contract goals and timelines. Accurate metric tracking and reporting.
  • Exceptional communicator who can effectively represent the program to internal and external stakeholders. Includes the ability to speak in public to a range of audiences and independently develop written reports.
  • Outside the box thinker, continually looking for ways to meet the moment and support program and delivery evolution through qualitative and quantitative measures.
  • An understanding of education/outreach best practices and experience with education/outreach project design, implementation, and evaluation. A proven record of accomplishment utilizing data to improve program design and outcomes.
  • Ability to work effectively independently, with minimal guidance.
  • Proficiency in Microsoft Office Suite (Excel, Word, Power Point, Outlook)
  • Valid driver license, proof of minimum required insurance and reliable transportation 
  • Comfortable and confident operating a bike and prepared to conduct program implementation/operations via personal or fleet bikes and e-bikes.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, ride a bike, talk and hear, and use a computer keyboard and monitor.  

The environment is a mixture of an office setting and working out in the field, with frequent occasions of using a personal/fleet bicycle to attend off site meetings, events, and program operations and delivery.

This position can be hybrid (home/office) and may require the employee to occasionally lift and/or move up to 50 pounds.
