Summary of job:

This is a grant funded position set to end on February 28th, 2020.  The Planner will oversee two-year schools-based Safe Routes to School (SRTS) active transportation planning effort for three project areas. Works closely with Planning Assistant to maintain consistency in development of three SRTS plans.  Manage financial reporting, project accountability and create project maps for the three projects.  Lead and implement the planning process for one of the three planning project areas. 

Overall goal of project is to gather public comments and identify barriers to student active transportation at designated schools within the planning areas. Each planning area is comprised of approximately 15 K-12 schools.  Planning process will gather and synthesize public comment and consultant recommendations into a final SRTS plan.  Oversee parallel projects in two additional school group areas to ensure all projects are on track to meet predefined completion schedule. Compile all relevant data, recommendations, maps and photographs into three discreet plans.  Write executive summary for one plan as well as individual school overview and recommendation list.  At project completion three discreet planning documents will be presented to five jurisdictions.


  • Take full ownership of public participatory planning process for school based project.
  • Issue RFP for transportation consultant; screen and hire for position.
  • Manage Assistant Planner in two parallel planning projects for additional school groups.
  • Organize and lead public meetings to engage stakeholders in planning process.
  • Calendar, Plan, Promote and Lead walking audits at schools to identify barriers for biking and walking.
  • Gather public comments through variety of venues; organize, screen and provide to consultant.
  • Photograph potential barriers and areas of concern for each target school.
  • Present consultant recommendations back to stakeholder groups.
  • Gather survey data and incorporate with other data sources.
  • Oversee project accounting/invoicing and quarterly reporting for 3 discreet projects.
  • Create project recommendation maps for up to 50 school sites.
  • Create project priority recommendation methodology and apply to all 3 projects.
  • Incorporate public feedback, jurisdiction feedback and consultant recommendations into full Transportation Plan for one school group.
  • Oversee Transportation Plan creation in two parallel projects.
  • Present final plan to public bodies (City Council/School Districts).
  • Interact with a diverse school community including parents, teachers, school administrators and students.
  • Coordinate and lead planning efforts with public works, public transportation and consultants staff.
  • Represent EA and Community Programs initiatives to potential partners to build relationships and new potential funding sources. 

Required Qualifications, Skills and Experience:

  • Advanced degree in planning, urban studies, transportation planning, transportation engineering or a closely related field or 2+ years of experience in a transportation agency or firm.
  • 2 years or more budget management experience.
  • Events/public meeting planning or community outreach experience.
  • Knowledge of: transportation planning theory, principles, and methods (data collection, statistical analysis, report writing); current trends in transportation planning especially as they relate to active transportation and safe routes to school.
  • Excellent writing skills sufficient to create plan narrative.
  • Strong project management skills, with the ability to prioritize between multiple responsibilities and meet hard deadlines. Detail oriented in regard to data and tracking systems.
  • Public speaking skills; ability to lead public forums and lead discussions.
  • Strong public outreach skills; professional demeanor dealing the public, school administers, local politicians, public agency staff partners and other stakeholders.
  • Proficiency in Adobe Creative Suite and/or GIS mapping skills sufficient to create 45 school maps with project overlays (bring example of previous mapping work).
  • Experience preparing Requests for Proposals, coordinating selection of consultant contracts and managing consultant contracts according to state requirements.
  • Previous staff supervisorial experience.
  • Ability to work independently yet maintain collaborative working relationships.
  • Proficient in MS office products, including Word, Excel, PowerPoint, and Outlook. SmartSheet experience a plus.

 Desired Qualifications:

  • Ability to communicate in Spanish with members of the public is not required but highly desirable.
  • Previous Safe Routes to School planning experience.
  • Experience working with school administrators, teachers, parents and students.
  • Experience partnering with public agency staff.

Work Environment: The work environment is primarily an office setting.  Work will also be conducted on school grounds and in adjoining neighborhoods as school audits are conducted. 

Compensation: Ecology Action offers a competitive hourly rate and a generous benefit package that includes medical, dental, vision and flexible spending benefits; a 401k-retirement plan with a 4% match; and group life insurance.  Driving an insured personal vehicle on company business is required, and mileage reimbursement is provided at the Federal rate.
